On the 1st April, 1901, a Deputy Superintendent of the Money Order Office was appointed (G.G.G.155 of 1901). Appointment though urgently necessary now had not been recommended in 1899, and since his appointment the Superintendent has been sent to Shanghai.
On the 1st May, 1901, three clerks were appointed (G.S.O.1810 of 1901) - thus the scheme recommended in 1899 and as I was assured in London finally approved was not carried out in its entirety.
There are now 40 clerks by the precis attached, marked 7, made by the then Acting Assistant Colonial Secretary; it seemed to be understood, but the Department is still five men short.
I have the honour earnestly to recommend the immediate appointment of the correspondence clerk requesting authority by telegraph and that supplementary estimates may be sent in for four other clerks to be taken on from the 1st January next. The correspondence clerk from the earliest moment sanctioned by His Excellency.
Verbally and in writing I have consistently declined to attempt to indicate finality, growing wants must be met, at the same time it is only right to state that never at any time has any scheme fairly tried. Recommendations have never been granted promptly but by the time increases have been allowed it has become apparent that they would not suffice and further application have had to be made. I respectfully urge the immediate appointment of a correspondence clerk, a good typist.
